What about some type of grass or ground vines that grow well in sand? Here's a list that may be helpful.
We used to have lot more plants in the upper cove, but they were invasive and they spayed them - did not help our erosion problem. So planting something non-native is probably a bad idea...

Good call.

Distichlis spicata (salt grass) is a native that might work. Though it could also have the effect of getting in the way of rigging and launching.

These are the most grass like I can find that seem to be native and grow in salty coastline sand:

Seaside Arrow-grass
Spartina foliosa Cordgrass
Lasthenia glabrata Goldfields
Jaumea carnosa Jaumea
Juncus acutus ssp. leopoldii Spiny Rush
