Question: Best place to live cheap & kitesurf for 3-6months
Answer: There is a place on the North American continent on the western side right in the middle of a western state called California. The there are various cultures within 1 hours drive of a kitesurfing mecca called the Bay Area.
If you drive out to the coastal region of this area you will find a remote locations not near any town where the local tribes men have long beards like billy goats. These tribes men (from the tribe of Dan) now reside in a location called the Holy Cross (translated from the Spanish tongue). These locals go through the ritual of riding waves, big and small, any day that is windy. Most use extreme caution when shredding up the waves amonst the large white fish so plentiful in those waters.
If your interest is more freestyle, you can travel to the inland waters of this large bay just under an hour of the coastal locations. There are several avenues to take around there but the 3rd one is best. Again, much local talent, and friendly too. The water here is a consistant brown. Many of the local tribes men here use this brown water as a natural sunscreen and hair gel when getting out of the water.
Every year they crown a new king of this bay area location. You must have big cohunas if you want to be crowned king.
Many of the locals of this area can be seen working with hi-tech gadjits right before going out to the water. Its almost as if they are working the last few hours of their jobs from this location.
I believe the government of this North American location are monitoring these tribes men closely trying to understand there unique practices of fly kites under the fresh vapor trails of incoming jetlines and between flying white balls hit with clubs. Their monitoring cameras are located here:

As for the other places within an hour, there are at least a dozen well winded area, each with its own unique traditions.
All of these places have great resturants, local surfing spots (some), skate parks and smooth roads to travel on. The only thing this area does not have on your list is low cost of living. The merchants of these local tribes in this area are greedy, or at least need to charge a lot in order to survive. Good luck in your travels.
