Why not Windy Cove?

North winds were on today and it killed me seeing all that wind! I had to drive to Valley Springs for the family thing. When the north wind is blowin like that I know it's great at Folsom. My question is why aren't there any kiters at Windy Cove across from Brandon Island or Sandy beach out at the boat launch in Rio Vista? Both of them looked kitable........

There aren't any good launch/land/setup sites for kites there.
Even if it's allowed at Windy Cove Park, walking down those big steps with a kite in the air is sketchy.

I have launched at Windy Cove on the Northish wind. It was ok (read: knarly but possible) with help.

But, is there something going on recently at Windy Cove that makes it that noone can launch there now, not even WSers?

I was out at Shear point- this morning, wind was picking up around 10:00 but no body to ride with, this is a killer spot to lanch, OK then. Shear point it is
