What Ollie is saying is that you should modulate the kite's power on launch based on conditions. The same goes for the movement of your body. You should never just stand there nor should you always launch at a specific bar location. It all depends on the wind conditions at the very moment your launcher lets go of your kite. It is never the same and you should be prepared for the worst at all times, including having to blow the safety.

If you are launching the right size kite for any given wind conditions, being sheeted in, or almost all the way sheeted in, will give you the most control of your kite upon launch. If you launch sheeted out all the way you're going to have reduced steering input and control. As soon as the person launching the kite lets it go you can start to bring it up from the edge of the window with maximum control and sheet out depowering the kite as needed as it heads up toward zenith.

But yes, basically, keep your eye on the person launching you, keep your eye on your kite, bring it up slow, depowering as needed and keep your eye on your safety.
