A friend  is thinking of going to Baja, but can't make it until early next year. Will there be any wind left then? What's it like in January and February?

Jan & Feb is perfect time to go.

We went to La Ventane mid Feb last year. We had wind EVERY DAY and it was in the 20 to 30 mph range. As I was learning I was on a small kite ( 5 to 7 m) doing body drags and beginner stuff, but looking back I would deffanateyl bring a 7m. 9m, 12m and a big kite for the heck of it.
If you have IKITE you can check the wind archives and see exactly what it blew there last year.
Here is the link for the wind http://www.iwindsurf.com/windandwhere.i ... iteID=1369

http://bajajoes.com has a wind cam and other good information. Give them a call or send them an e mail, it;s a great place to stay when there.

Feel free to call me if your friend wants any more info...
