Does anybody kite as TI? Is there any launch area?

Nope.. No Launch areas at all. I have lived here for many many years and never kited it.
Best option if you want to kite that area is to hit up John at Kitethebay.com as he does downwinders with his boat there.

Just kite upwind from royce's beach
Aka The toll plaza.
Oh and the navy turned the old parking lot into a nuclear waste holding area

If you hit up Captain John from Kite the Bay ,he could take you to much cooler places then Treasure Island
Butter flat water... same wind.
