United Winter Baggage Embargo?

Does anyone have experience flying to a destination(specifically SJD) during an airlines baggage embargo(specifically United during the winter embargo) http://www.united.com/web/en-US/content ... bargo.aspx.
It claims that no oversize baggage will be accepted. It also claims no surfboards, wakeboard, windsurfers. In the sports section it says no kiteboards during excess baggage embargoes.

I spoke with United who said that sports equipment not listed as "not permitted" during the embargo but is oversized would still be allowed(Like a golf bag or skim board bag).

Has anyone brought oversized kite gear thru during the winter embargo? Are they extra vigilant during this time going to those places(I am premier platinum so they usually are extra nice with taking gear)?
Think a foilboard bag passes as a skimboard/boogieboard bag? I think its just a little oversized.

Any advice is appreciated since we're leaving tomorrow morning.
