Kiting Bay Area Feb March

I'm heading down to the Bay Area from Canada in Feb and March and was wondering where the best kiting is if its a good time of year or not.

feb isn't so good, but the wind generally starts in march with strong NW winds . . .most likely expect the coast to go off.

except if we have 29 days straight of rain. which hasn't happened for a couple years.
