Shelter in Place: Possible issue(s) driving to a recreational area

So, it is a misdemeanor if "Shelter in Place" order is strictly enforced. I guess this will happen if Corona virus spread get worse.

I'm wondering how this is going to be enforced.

For folks like me who live far away from the ocean, I have to drive/commute to surf or kite.

I'm not sure if I am going to get pulled over and cited.

Will reasonable police officer(s) let me go if I explain that I am on my way to a recreational area, and I'm at least will be 30 meters away from a nearest kiter once in the water. Engaging in outdoor activities as a form of exercise is deemed essential to keep myself healthy.

I went mountain biking on Saturday and the trails were pretty full with hikers. People do turn their backs to each other when passing. I understand that the shelter in place mainly applies to parks where people gather in groups as well as businesses. I highly doubt the police/national guard will patrol remote beaches like Waddell.
