New bill to increase regulation of "personal watercraft"?

Senator Gaines has introduced a proposed amendment to Section 651 of the Harbors and Navigation Code that could be interpreted in such a way as to rope kiteboards in with jet skis and other "mechanically propelled" watercraft (it also seems to includes stand up paddle boards):

Anybody know if it does or how likely this is to impact kiteboarding? Could really affect kiteboarding in a negative way if it does.(l) (1) “Machinery” means any sail, rigging, rudder, oar, paddle, or similar device.
(2) Any vessel that uses machinery in its operation is a mechanically propelled vessel.
(t) “Personal watercraft” means a vessel 13 feet in length or less, propelled by machinery, that is designed to be operated by a person sitting, standing, or kneeling on the vessel, rather than in the conventional manner of sitting or standing inside the vessel.
