The tide changes first along the shore line about an hour earlier than published and then spreads all across the bay.

Yup, the more time goes by, the farther it moves into the bay, also the intensity or speed is different and the wind angle direction effects your upwind ability too.

Oh man, was that a Fire Department boat pulling people out of jail? And who were those two jetskis with? Are those guys always around helping people out?

there are a lot of exceptions but a general rule is flood=bad, ebb=good. 2 hours into the ebb=best.

time your arrival to that and check with riders coming off the water before launching. if you see them making one run and coming back it's most likely because it's not good especially if they land downwind of where they took off.

Also if there are folks out riding foils and raceboards and the tide charts say it's flooding you might be in for a bad time on your twin tip.
