Yea.. very similar to just parasailing basically, or what Jesse Richman did earlier this year with the tow up then glide down.

No, In that video they hooked the back of the guys harness up to a rope or halyard to the top of an anchored sailboat. When he did the kite loops it put too much strain on either the rope or likely his kiting harness which was never meant to carry that much of a load. It snapped from what looks like about 50-60" high and since the kite was horizontal it did not slow his fall and may have actually slingshotted him downward even harder to the water.

except for the fact that it was a very well planned and a very well executed stunt while this was just really stupid, I hope the guy wasn't hurt too badly
