the windsurfers are the biggest losers in this case, but did you ever think it's not about revenue?
there is a large number of mauians (and immigrants) that aren't the least bit interested in promoting tourism as evidenced by the recent attempt to prohibit short term rentals.
from my limited observation the grand majority of people involved in kite/windsurfing on maui are haolies. many may be maui born but they're still haolies.

Everyone loses. The service industry, retail businesses (water and nonrelated), etc.
Those people that don't care about tourism or water sports will feel it too.
"Haolie" or not, this is not the "issue" and doesn't need to be brought into it.

The suggestion that this is some sort of stick it to haole move is an interesting possibility that I hadn't considered until you laid out the case. It is certainly possible there is some cultural bias overpowering economic decision making at play here. It really depends I guess on who's decision it is to actually be made and what their motivations really are.
