Cabarete or Punta Cana in December?

Has anyone been to Cabarete or Punta Cana in December. I'll be there from 12/20 - 12/31. I have a 9m and a 12m, and I do mostly flat water stuff. Any thoughts on which spot would be preferable?

If so, any recommendations on where to stay?

I was only in Cabarete around that time and it was windy two days out of 10 that I was there
