Looks like Bishops Peak in the background.....so, I'd guess Laguna Lake in San Luis Obispo...

OK, here's a hint: The mountain is the tallest peak in the smallest mountain range in the world.

Looks like the Sutter Buttes to me and the pic looks to close to be the Afterbay-it gets super windy there but is also an awesome place to wakeboard in the AM.

Pretty good. That's the Sutter Buttes and the body of water the Sutter Bybass a mile south of Hwy 20 during winter flooding. The Bypass was built to drain Butte Creek and Sacramento River overflow 100 years ago, and it's a mile-wide area with a small slough along each side that fills across some years during flood season.
OK, so here's a different site we were kiting last summer, and as I rode by a kayaker she exclaimed "that has to be a first".
It is in a county around the Bay Area and within a mile of the Ocean:
