Yea Kirk is a great guy, go talk to him.
Just be careful about all the crazy rules and regulations on kiting down there. Certain beaches are off limits during summer months or are only open to kiting after a certain time.

The biggest headache is getting to and parking at the beach if you're trying to do go to a spot within the bay or down by Long Beach
If you're heading around Malibu or up the coast it is not as bad
LA is bittersweet - Southern California is very beautiful but has grown quite polluted with population

I've recently been working in LA on assignments. Just bought bigger kites as otherwise you'll be annoyed at all the guys on 17m Turbine and what not when your sitting on the beach. Wind is light and I mean Alameda on really crappy day light. Bought the Naish Fly which I hope with a surfboard gets me out in Belmont and Leo Carillo while not flying like a tank. Those are the two best spots down there. Sorry but its not the same as Bay Area kitescene. Even people are not quite as friendly as up here. Tend to self launch more down there even with other kiters around (just more customary).

Surfing, partying, biking, jogging on the beach - bro there is a lot to keep busy with down there I'm sure you won't be missing 7m sessions TOO much :]
