I kited in Vietnam last November. The spot is called Mui Ne. Its about 6 hours from Saigon and there is a bus or you can rent a private car for about $75. There are a ton of beachside bungalos that are cheap. Great food and very chill atmosphere.
Wind started up around 12:00 every day and cranked until 5-6. A bit gusty but fine. Water was warm. I brought a 14 and a 10M and was on the 10 most of the time. There was a kiting shop right on the beach that rented/repaired gear and gave lessons.

there is a local kiter making a go of a business at Mui Ne Bay, Trang Tran, the guy who spent 6 months in a hospital after his kiting accident in August of 2003 ... so, if you are going to Vietnam, throw him your business, see:
