I'm curious as to why I've never seen any kitesurfer out there?

One of the rules of kiteboarding is always kite where there is a safe beach downwind. There is none of that at Candlestick.

If theres an on shore wind (if ever), HWY 101 North or South bound :)

I wasn't very clear before when I said there was no safe beach downwind. I really meant, "there is no beach downwind and therefore there is no safe beach downwind". Thanks to all the other posters who picked up my slack.
