Back in the 70's and 80's you might have seen a whole herd of Jamaican Lambs or perhaps a loaf adrift? Times change as do the ways of transporting contraband. When drug smuggling was a cottage mom and pop industry and later when more organized folks focused on boat transport there was a fair amount of stoner flotsum off of Florida. I suspect it is still possible it just isn't a regular thing like it once was. I can recall seeing guys wandering down the beach fairly often when I was in high school picking through the sargassum weed on the beach and sticking stuff in baggies.
