Man I said it once and I'll say it again; we need a KBC site (Kite Boarding Criminals) Top-Ten most wanted list of kiting protocol offenders).

Operational Programs

1) Kite Sting Operations (Code Name: Operation "Lonely Kite") - leave seemingly unattended kites on beach an monitor with video surveillance, as suspect makes a move, swoop in with digital cameras and bats; detain suspects and call for reinforcements

2) Ocean Beach Car Break-ins Sting Operation (Code Name: operaion "OB Jack-@sses") - stage car with mock-valuable paraphernalia in car and await for suspects; as suspect makes a move, swoop in with digital cameras and bats; detain suspects and call for reinforcements

I feel this, but for operation lonely kite we should use 2002 C kites with no depower. Dumb 'a-holes' won't know the difference.
