Rules against increasing weight?

So I was just browsing through the "ISAF Racing Rules of Sailing 2013-2016 Kiteboard Competition Rules". And was noticing some rules about not wearing any equipment that is just there for increasing weight. Or also rules that about maximums for personal gear weight.

Other than that weight possibly letting you run a slightly bigger kite wouldn't that extra weight also increase drag?

Guess I'm just wondering why those rules are there.

Back in the Day windsurfers used to where lead vest
then water vest that they could fill or dump letting them hold on to more sail..
I think this is why the rule.
