Is 11m and 7m good combo for 165lbs?

Depends where you will be doing most of your kiting and the size of your board.
Example: your everyday kite will be smaller than your everyday kite at Alameda
New kiters need a bigger kiter (more power) than an experienced rider in the same wind. Having said that,an experienced rider can also kite with a bigger kite in in the same wind
Too many new riders make the mistake of getting a board that is too small. Spend the money on the best kite you can afford...don't over buy a board; consider that your first board will probably last you the first season before you "out grow" it.
Kite sizes: there is a much bigger difference in power between a 7 and 9 than a 12 and 14.
A 7 to 12 quiver is much too big... concentrate on getting the right size kite for the place you will be spending most of your time. Wait to get the second kite. At your weight, a gap of two meters is best for sizes like 11 and under. Bigger than that, you could handle a 3m gap
