Just got back from vacation in the Phils and had a day of kiting at the nice island resort of Malapascua located at the northern tip of Cebu province. The spot is at the backside of the island facing the island of leyte. The wind was good and flew an 11m. I would recommend bringing a 15m kite as well. Locals tell me it's generally windy during the months of Nov and Dec. Getting there from Cebu City is easy, just take one of the aircon busses that runs frequent between Cebu and the town of Dan Bantayan for less than $2 and takes about 4hrs. You will need to take a 20 min - 1hr boat trip (depending on the waves) to reach the island. There's plenty of places to stay there and you can go scuba diving and check out thresher sharks if there's no wind.
