Third Ave wind reading OK?

I think there may be something wrong with the averages (the gust readings are about right). It's reading 4 MPH when it's really averaging ~24 MPH: http://arbor-studios.com/weather/

I compare it to readings from WindOnTheWater:

The webcam verifies that there are whitecaps, but alas, I think I have too much work to do here to make the drive.
