I escaped NYC to California 1977.
Venues for windsurfing then was City Island, points north on Long Island, and Coney Island. Loved Coney Island Nathan's and draft beer, and all the carnivale people that congregrated there...

Gilgo, Sandy Hook, Barnagut Bay, but you need a boat...
All require a car and a lot of waiting for the wind...
