wanted: kite surfing gear

I am going to learn how to kite surf and so I'm looking for gear. I'm 180lbs. I'm looking to spend under $500 on the kite, other equipment not included. I'd prefer to get a 2002 or later kite.

I'm not looking to buy a wetsuit unless you have a great deal on a new one.

Someone told me that a 9.5m kite would be good for someone my weight. I'd like to get some opinions on that if possible. My buddy who is a kite surfer said I should get a 12m kite

A 9.5m will not get you far unless you've got 25-30mph winds. You will indeed, as your buddy said need at least a 12, and you can get a 2003 12 for well under $500. Check the ads, for instance, the 2003 Wipika Amp 12 I'm selling is cheap. But rather than promote my offerings, browse around here and on iKite and look for a 12-14m kite in the neighborhood of $300-$400.

And you are going to be getting lessons right?!
