Construction may start in August. The beach area should partially re-open by the end of this year. The new parking lot and “open area” will remain a construction zone for the Bay Trail work which will continue into fall of 2019. The beach, new restrooms and overlook will all be accessible during this period."

Does this mean it will be kitable during all of construction? Any guidelines for where to launch and land?

The beach is technically closed. I've used the dark blue as the safest most direct location to enter water, but others have used the beach slightly south. Launching from orange zone doesn't put kite in roadway down the hill and provides more space for issues and avoiding the pier and light pole when entering/exiting the water.
Some people continue to use the beach in fenced zone at low tide, but we don't want to disturb or interfere with construction at any time. Kiters have put in significant effort to make the new design kiting compatible!
Booties recommended.

thanks for the illustration.
I went out last Thursday and took the light blue way out, not the easiest launch, but it worked. I might try the purple route soon.
