Nets at 3rd Ave Upper Launch?

So what are those nets that are now up at 3rd ave upper launch for? Seem a little small if the intent is to catch a stray kite...

Tony from Helm said he put them there to see if it deters people from launching so close to the rocks and to catch them if things go wrong. He said he ran full tilt at the nets and they brought him to a stop.
Either that, or now that they are done with the lower launch, Foster City is converting the upper launch into an international tennis destination to rival Wimbledon.
I can't remember which of these two it is...
