The bay area to kiting is what Salt Lake City is to skiing.

The most dependable and best conditions in the USA....everything from warm/flat water to strong wind and waves....

You got some awesome suggestions if you must burn petrol and explore the rest of the west....

Seems to me like the guy is looking for a trip OUTSIDE of the USA.
I agree with the "don't leave wind for wind" but he's obviously looking for something a little more tropical.
I'd say Hawaii like somebody else suggested.
If you have the money to blow, I'd say a trip to Europe.
Start in the UK and make your way down to the French Atlantic coast. Then switch to the Mediterranean still in France and then down to Spain.
Don't forget: Montpellier is the birth place!
In July you'll be able to ride without a wetsuit anywhere in the Mediterranean! (you'll need one for the UK and the Atlantic coast though).
And if the "mistral" or the "tramontagne" are on, be ready for some strong and gusty winds!
If you can't do the whole UK to Spain via France trip, I'd say stay just around Montpellier for 4 weeks.
Soooo many things to in the south of France!
Plus you'll be about 5h driving to either Barcelona or Italy if it's not blowing and you feel like eating a paella or pasta for dinner.

But again, remember like all the other said, the bay area might be the most consistent location in July...

Like Victor said.

Stay here and make some runs around the area. There's an ocean, a bay, a river, and a nice hot desert o'er yonder...you're in the perfect spot!

Egypt is good in the summer too. Flat water and HOT. Soma Bay or El gouna.

I think most of us save our vacations for the winter since the wind is so good here though.

Victor is a genius - listen to him. I did Cabarete last year. It was great and part of the reason it was excellent was that my family really enjoyed it with a good wind shadowed resort.

HOWEVER

After 10 days out of 14 of kiting mellow trade winds on nothing smaller than a 12m, the first thing I did was hit third on a nuking 25mph+ day on my 8m.

That one day was better than every day in Cabarete combined. So be fore warned! We do have the best damn summer for kiting! ;)

+1 for Gorge if you want to stay in the US. If you spend some time there you will find EPIC conditions. Everything from big river swell to butter. Warm water and wind...
