Newbie with questions

I don't know anything about kiteboards and I wanted to buy a complete set for my boyfriend for his birthday. He has never kiteboarded, but picks up super fast. I was wondering what I can expect to pay and what I should be looking for in a set. someone is selling this: "12M 2002 Wipika Airblast - complete with bar and lines" and I was wondering if I should make an offer - and if so, what I should pay if it's in generally good condition with cosmetic flaws. Please let me know - I really want to get one and I'm willing to spend $300.00 for a good beginner/intermediate set (so if you have any suggestions on this kit or if you want to sell me a good set, let me know).
